Job Summary

Reporting to the Country MLRO, the role holder is responsible for delivery of the following:
 Support the Country MLRO in the delivery of programs related to financial Crime Execution.
 Understand and meet the expectations of Financial Crime management and stakeholders by thorough understanding of the KYC/AML, Risk Models, and other related policies.
 Be involved in solutions for enhancement of the core banking system in relation to Financial Crime and all other related projects.
 Monitor timelines, milestones and resource usage to ensure timely delivery to plan.
 Monitor and challenge the management of the Financial Crime Risk to the management and at business unit level.
 Working closely with the country MLRO and other internal and external stakeholders (including regulators) to ensure Absa’ full compliance with all Financial Crime related regulatory requirements.
 Support the Country MLRO in ensuring that all Financial Crime policies and procedures are continuously monitored, evaluated, updated and enforced within appropriate timescales, given the risk to the enterprise.
 Ensure adherence to set Compliance guidelines and timeline by engaging with stakeholders on remediation for High Risk, PEP and any Financial Crime related remediation.
 Support business units to operate in accordance with all Absa’ Financial Crime policies, and with all relevant legal and regulatory requirements.
 Implement and maintain sanctions/ABC compliance programs, processes and methodology as prescribed in the Group Sanctions/ABC Polies and Country procedures.
 Assist Country MLRO to Obtain, review, analyse and report on information related to Financial Crime Compliance
 Support the implementation of FinCrime related project.
 To implement Risk Management and Compliance Program (RMCP) related matters including policy/standards reviews and localization, and trainings on all matters patterning to Financial Crime
 Champion in Collaboration with AIA, Operational risk team, FCAT, Central bank; all the reviews and/or assurance, audit that relates to Fin Crime compliance.
 Support MLRO in developing action plans based on findings in FinCrime reviews and monitor execution.

Job Description

Main accountabilities and approximate time split

 

Accountability: Functional Management

Time split:  60%

§  Identify and report on areas of weakness in current procedures and make recommendations for improvement.

§  Analyse and interpret MI to identify trends and monitor the effectiveness of the Financial Crime control framework.

§  Advice business on the timelines required to perform the FinCrime periodic reviews including the population/scope of each review.

§  Support the resolution of issues/recommendations raised by Absa Internal Audit or as a result of audits by external bodies on Financial Crime.

§  Understand and meet the expectations of Financial Crime Execution management and stakeholders by thorough understanding of the KYC/AML, Risk Models, and other related policies.

§  Provide solutions for enhancement of the core banking system in relation to Financial Crime i.e. KAMLS and other customer onboarding systems.

§  Champion delivery of the Automated Triggers and be involved in continuous/rolling refresh of M/L Risk customers, PEP and HRR and support.

§  Support the MLRO in driving the implementation of Risk Based Approach (RBA) throughout the business.

§  Guide the business in understanding the RBA to AML compliance to ensure customers are properly profiled

§  Ensure that current FinCrime Procedures/Processes are reviewed and amended incorporating Fincrime aspects and offer recommendations for improvement and obtain appropriate approvals before circulation to the business for adoption.

§  Ensure governance frameworks designed and committees in place

§  Policy, Standards and procedures in place that are compliant with laws, rules and regulations

§  Act as the FinCrime contact point on the NAPA related issues and ensure timely and proper advisory is provided

§  Ensure financial crime risks are identified and mitigated in the context of new products, services and businesses

§  Ensure that the business units within the Bank apply consistent processes and procedures that meet AML requirements/ Sanctions/ABC/ Introducer Standards and other related Policies

§  Support in maintaining logs, distribution logs, and version control of FinCrime related policies, procedures and related documents (electronic and manual).

  • Monitor and challenge the management of the Financial Crime Risk at business unit level.

§  Working closely with country MLRO and other internal and external stakeholders (including regulators) to ensure Absa’ full compliance with all Financial Crime related regulatory requirements.

§  Support the Country MLRO in ensuring that all Financial Crime policies and procedures are continuously monitored, evaluated, updated and enforced within appropriate timescales.

  • Champion adherence to set Compliance guidelines and timeline by engaging with stakeholders on remediation for High Risk, PEP and any Financial Crime related remediation.
  • Support business units to operate in accordance with all Absa’ financial crime policies, and with all relevant legal and regulatory requirements.

§  Support the reinforcement of the mitigating actions required (including monitoring the closure of outstanding remediation activity), where Financial Crime Risks may

(i)            lead to customer detriment.

(ii)           Adversely affect markets; or

(iii)          Result in a beach of legal or regulatory obligations;

 

Accountability: Training on Financial Crime policies and procedures                      

Time split: 20%

  • Responsible for the training on all fin crime policies and standards to all business operations (Further Trainings to businesses for new standards /policy and any other regulatory development).
  • Establish an in-depth understanding of the Compliance and Financial crime processes and methodology in the business
  • Supply formal and informal training about regulatory Compliance and Financial crime methodologies and processes to the business.
  • Keep ahead of all Compliance policies and Regulatory developments and provide a training framework and assessments for implementation and adoption of such regulations across the business as relevant.
  • Ensure all employees receive Financial Crime training on an annual basis including Targeted Training

 

Accountability: Controls Oversight

Time split 20%:

  • Establish and embed the values, behaviours, and risk appetite that underpin the achievement of the bank's objectives, and ensure individual actions, processes and practices are aligned.
  • Schedule and maintain the Customer Refresh timetable and put in place appropriate triggers for customer refresh exercise.
  • Ensuring that refresh for all existing customer KYC/CDD/EDD data is carried out according to the schedule.
  • Promote and embed a financial crime risk management and control culture within business units;

Knowledge, Expertise and Experience

 

  • At least 4 years of practical experience of working in the financial industry covering Operational risk management, Governance & controls, project, compliance, and operations. 
  • Understanding of Absa governance process
  • Understanding of Absa policies
  • In-depth understanding of technology used in customer on-boarding systems, ongoing monitoring, and review process. 
  • Able to challenge how business is done and take a lead role in driving behavior change
